This automation can be frustrating in the beginning, and this is one of those cases where I wish ActiveCampaign had a more out-of-the-box service. However, because you can do anything with ActiveCampaign, sometimes you need to build things from scratch. ActiveCampaign has a choice to erase non-active subscribers, which I do not recommend.

Some subscribers do not have actually tracking switched on, so their opens aren’t recorded. Others still wish to be subscribed but have been hectic.
